Somewhere between her ideal of them and them as they are, but closer to her ideal. And as she sees them as separate people, they can arrive as separate people. But if you really want to confuse her, feel free to phrase it in such a way that only one would show up.

Also you can choose based on her phrasing if this requires one wish or two to get both if you go the both route.

(Of course if she wishes for her true love and you bring in an abomination that is half Drake and half Darkwing, if you reaaaaaaally wanted to mess with her head.)

Basically the rule is the phrasing is key and this is aimed at what will be the most fun for players. :D
